According to the "Measures", Zhejiang Pilot Free Trade Zone will implement a total of 26 new measures for open development in 11 areas.

"Measures" also proposed to improve the marine low-sulfur fuel oil supply market. Support the construction of a marine low-sulfur fuel oil production base in Zhejiang Pilot Free Trade Zone, and allow the supply of low-sulfur bonded oil through bonded and mixed methods; innovate the commodity bonded and mixed policy, and formulate physical blended trade management for bulk commodities in Zhejiang Pilot Free Trade Zone Measures to carry out physical mixing of commodities such as oil products and iron ore under bonded conditions.
Promote the joint development of the current commodity market. Support the cooperation between the Zhejiang Free Trade Zone and the Shanghai Futures Exchange and other domestic futures spot trading platforms to jointly build an oil-based commodity spot trading market. Formulate management methods for the spot trading market of commodities in the Zhejiang Pilot Free Trade Zone, and carry out spot trading of commodities such as crude oil, refined oil, fuel oil, etc., using the "current cooperation" as a link. When conditions are ripe, expand to iron ore and other commodities, and cooperate with futures exchanges with corresponding varieties.
